LIBERO II – a table- top exercise prior to the UEFA EURO 2012 tournament

Libero II, the 2-day-exercise aiming at improving the interoperability of the crisis management system entities prior to the UEFA EURO 2012 tournament, ended today, 9th May 2012.

The exercise was organised by the Government Centre for Security in cooperation with the Ministry of the Interior and the special purpose entity of the Ministry of Sport and Tourism – PL.2012.

The exercise was conducted in a continuous mode. It lasted 30 hours altogether.

The aim of the Libero II exercise was to test crisis management procedures resulting from crisis management plans as well as the activities of the relevant institutions provided for in the National Plan of the Coordination and Cooperation of the authorities, inspections, public administration services as well as temporary structures for coordination and management during the final tournament of the UEFA EURO 2012 in Poland. more…

Polish risk assessment process

Polish risk assessment process is based on the Act on Crisis Management and its Regulation concerning the Report on Threats to National Security.

Every two years, the outcomes of the risk assessment process should be published in the Report on Threats to National Security.

For the first time, Resolution adopting the classified Report was passed by the Council of Ministers in July 2011.

The process of producing national risk assessment involves a wide range of experts from public administration (ministries, central offices, voivodship authorities). Thus, experts pursuant to both historical and scientific data as well as their professional judgment, identify and assess  risks from different perspectives. more…

The National Crisis Management Plan accepted by the Council of Ministers.

The National Crisis Management Plan was accepted by the Council of Ministers on 6th March 2012.

It has replaced the National Crisis Response Plan approved in December 2009.

The National Crisis Management Plan reflects a new approach to civil emergency planning. Not only does it focus on responding to emergencies but it also concentrates on preventing crisis situations, preparing for them as well as recovering from them.   more…

CIP PoC meeting in Cracow

The meeting of  Critical Infrastructure Protection Points of Contact (CIP PoC) was held on the 5th-6th of October 2011 in Cracow. It was organised by the Government Centre for Security. The meeting was aimed at discussing, among others, European Critical Infrastructure (ECI) in the energy and transport sector, including the air traffic management security.

The attention was also focused on the state of play of two projects, namely:  European Reference Network for Critical Infrastructure Protection (ERN-CIP) and Critical Infrastructure Warning Information Network (CIWIN).  more…
